Washington, D.C. is currently home to the most politically erased citizens on Earth, save for Palestine. We are done asking for permission to be free. This manifesto outlines a concrete 2-Year Plan to achieve D.C. Statehood and full sovereignty, regardless of who occupies the White House or Congress.

I. The $500 Million "Statehood Strike"

We will move beyond symbolic lobbying and launch an aggressive, well-funded offensive to end "Taxation Without Representation".

• Strategic Litigation: Funding a high-impact consortium of D.C. law schools and firms to challenge disenfranchisement in the courts.

• Constitutional Push: Launching a national campaign for a Constitutional Amendment to guarantee D.C. residents their full rights.

• Legislative Pressure: Executing aggressive lobbying in Congress to pass the Statehood bill as a top national priority.
   

II. Structural Sovereignty: A New Governance Model

To rule ourselves effectively, we must modernize our outdated 13-member Council structure.

• 10 Charter Cities: We will abolish the current Ward system in favor of 10 "Charter Cities" to bring governance closer to the people.

• 72-Member State Legislature: We will expand our legislative body to 72 members, ensuring every neighborhood has a powerful, direct voice in the 51st state.
   

III. Civil & Global Human Rights

D.C. must lead the world in civil and human rights, starting with how we treat our own residents and how we invest our tax dollars.

• End Militarized Training: We will implement an immediate ban on all shared training programs between the Metropolitan Police Department (MPD) and the Israeli Defense Forces (IDF).

• Tactical Sanctuary: We will prevent ICE from harassing or terrorizing D.C. residents by establishing a "Tactical Sanctuary" that forbids local collaboration with federal deportation efforts.

• Divestment from Occupation: We will repeal anti-boycott laws (DCRB Anti-Boycott Law) and terminate all District contracts with companies operating in illegal settlements.
   

IV. Immigrant Justice & Worker Support

We will provide a true "home" for all who work and contribute to our city.

• $150M Legal Defense Fund: We will establish a fund five times larger than current levels to protect immigrant neighbors.

• Fee Assistance: The District will directly pay immigration fees and provide free legal services for families who have worked in D.C. for at least one year.
   

V. Redirecting Stolen Resources

The billions currently used to fund "Forever Wars" and dismantle rights abroad will be redirected to our "Safe DC" mission.

• Public Safety Army: We will build a 10,000-person force of residents dedicated to community mentorship and safety.

• Youth Investment: We will fund 24/7 after-school STEM and leadership programs to capture the "Violent Hours" (3 PM – 8 PM) and provide a safe technical haven for our youth.
