I. FIXING OUR FAMILIES AND VILLAGES
Headline: Engineering Stability through Parenting Excellence.
 
The foundation of a safe District is a stable home. Our administration will treat parenting as a critical civic duty supported by the state.
The "Parenting License" & Education:

  • Prep for Parenting: We will introduce mandatory parenting and child w a development courses starting in middle school, ensuring our youth are prepared for family leadership.

  • Hospital Certification: Every parent will receive mandatory training before leaving the hospital with a child, similar to a driver’s license requirement.

  • The UBI App Incentives: We will use our Universal Basic Income (UBI) app to provide financial incentives to parents who engage in ongoing coaching and family stability training.
     

Relationship Restoration:

  • Marriage Bonus & Counseling: We will provide an annual "Marriage Bonus" for parents who stay together. We will mandate health insurance cover marriage counseling and provide it free of charge for those without coverage.

  • Toxic Relationship Coaching: Specialized coaching will address toxicity and domestic strife before it escalates, focusing on self-restraint and spiritual accountability.
     

Excellence Bonuses: Families whose children excel academically or in extracurriculars will receive annual bonuses via the UBI app to reinforce a culture of achievement.
 
II. ECONOMIC RESTORATION: THE CHILD SUPPORT AMNESTY
Headline: Moving from Incarceration to Contribution.
 
The current child support system is a "debtors' prison" that destroys families. We will modernize this broken system to prioritize contribution over punishment.

  • Service for Amnesty: We will launch an Amnesty Program to waive past-due child support debt for parents who commit to service in the Public Safety Army.

  • Eliminating Counterproductive Penalties: we will eliminate penalties such as license revocations and incarceration for non-payment, which strip parents of the ability to work and contribute.

  • Modernizing Payments: Child support payments should be as easy as paying a phone bill. We will integrate payment systems into our District app for seamless, one-click transfers.
     

 
III. MAKE SCHOOLS BETTER, SAFER, AND EXCELLENT
Headline: Transforming Classrooms into Leadership Academies.
 
Our schools will be the frontline of character development and safety.

  • The Academy Model: Starting in middle school, we will transition DC schools into all-boys and all-girls academies modeled after elite military institutions to foster discipline and focus.

  • Year-Round Excellence: We will implement a year-round school calendar to prevent learning loss and provide constant structure for our youth.

  • STEM After-School Surge: Every child not in an athletic program will be enrolled in STEM-focused after-school programs from 3:00 PM to 6:00 PM—the "Violent Hours"—to capture their time and energy for productive growth.
     

IV. THE RECRUITMENT OF A PUBLIC SAFETY ARMY
Headline: Recruiting an Army of 10,000 to Protect & Promote.
 
The Karim Muhammad Administration will move beyond traditional policing to create a massive Department of Public Safety (DPS). We aren't just filling vacancies; we are recruiting an army of 10,000 residents dedicated to the safety and mentorship of our community. This "Public Safety Army" will be rooted in the community, for the community, ensuring safety is a shared responsibility rather than a remote service.
 
The Recruitment Pipeline & Innovation:

  • High School to Hero: We will partner directly with JROTC programs in DC High Schools to create a direct employment pipeline into the Public Safety force.

  • Removing Barriers: We will eliminate the college degree requirement for entry-level officers, prioritizing character and commitment over a diploma while providing necessary training.

  • HBCU & Military Training: We will partner with Howard University and UDC to offer leadership training and professional development for our force.

  • Funding the Force: We will pay for this expansion by drastically reducing dependency on overtime pay, which currently drains the budget due to understaffing. By hiring more officers at base pay, we reduce burnout and save millions in overtime costs.

  • Free Tuition: Any resident who commits to serving in the Public Safety force will receive free tuition to upgrade their skills.
     

The Divisions:

  • Community Patrol: Resident-officers patrolling their own neighborhoods.

  • Violence Interrupters: Integrated civil servants de-escalating conflict and street mediation.

  • Youth Mentors: Staffing our "Violent Hours" After-School centers (3:00 PM – 6:00 PM).
     

Ending "Cooked Books": We will use AI-driven auditing to ensure every 911 call and police report is classified with 100% accuracy, ending the era of data manipulation.
 
V. JUSTICE RE-DESIGN: COURTS, CORRECTIONS, AND DETERRENCE
Headline: Ending the Family-to-Criminal Pipeline and Restoring Accountability.
 
Public trust in the legal system is shattered. We will redesign the justice system to prioritize swift accountability, real reform, and victim-centered closure.
 
Ending the Pipeline & Addressing Homelessness:

  • Court Reform: We will restructure Family Court to emphasize mediation and restorative justice, ending the pipeline that shuffles family disputes into the criminal system.

  • Breaking the Jail-to-Homelessness Cycle: Currently, 57% of DC's homeless population has been incarcerated. We will address the "shelter-from-jail" phenomenon by creating a direct Reentry-to-Housing pipeline, ensuring no resident seeks incarceration simply for a roof over their head.
     

Modernizing Corrections: Safe but Hard:

  • Military-Style Boot Camps: Jails will be transformed into high-discipline, military-style boot camps. Inmates will undergo rigorous vocational training in fields such as coding, construction, and cybersecurity to ensure immediate employment upon release.

  • The Deterrence Principle: Confined spaces will be safe and humane but physically and mentally "hard" to serve as a genuine deterrent. We will move from "retribution for its own sake" to high-discipline rehabilitation that benefits the victim and the community.
     

Deterrence & Victim-Centered Death Penalty:

  • Study the Death Penalty: We will explore reestablishing the death penalty for the most heinous murders.

  • Victim’s Choice: In murder cases, the victim's family will determine the penalty. They may choose the death penalty or opt for the murderer to pay direct restitution to the family for life, rather than allowing fees to flow to the state.
     

VI. FISCAL INNOVATION: RECLAIMING THE $3.2B
Headline: Funding the Future through Efficiency.
 
We will fund this manifesto not through new taxes, but through innovation and the reclamation of lost revenue.
 

  • Reclaiming Lost Revenue: By ending "Taxation Without Representation" and achieving Statehood, we will reclaim $3.2 billion in annual lost revenue currently flowing to the federal government.

  • AI Efficiency: We will deploy AI tools to audit District contracts and eliminate the "Billionaire-First" waste that has drained our budget for decades.

  • Peace Dividend: Nearly $1B is spent on the impact of crime in DC annually.  We intend to use the money saved from reductions of crime to invest in continuing to drive down crime numbers that are transparent and verifiable.
